Residence: Lindum House, Beacon Hill Road, Newark. Son of Thomas Atter, born at Balderton 7th August 1855. Educated at a private school in Newark, being apprenticed aged 13 in 1868 to John Cotham Bainbridge.
In July 1880 he became a partner in the Bainbridge business (with his brother George), the business being then carried on at Bainbridge & Co.
In November 1895 Frederick entered Newark Town Council; elected chairman of the Lighting and Fire Brigade Committees in 1898, and a Trustee of St.Leonard’s Hospital Charity in 1897. He was elected Mayor in 1900.
